History of CIFEJ

A Legacy Since 1955

CIFEJ is a globally active NGO, and the only international network that brings together professionals in the field of audiovisual media dedicated to children and young people. It was founded in 1955 in Brussels, under the auspices of UNESCO, following the decision of the General Conference organized by UNESCO in Edinburgh. After five years of active work in Belgium, the organization moved its headquarters to Paris, where it operated for three decades. In 1990, CIFEJ relocated to Montreal, Canada, continuing its international mission from a North American base.

In 2007, the General Assembly in Amsterdam approved a move of the Secretariat to South Africa, further expanding the organization’s global footprint. Two years later, in 2009, the General Assembly unanimously approved the transfer of CIFEJ’s headquarters to Tehran, Iran, and the new headquarters began operations there in 2010.

Since January 2025, CIFEJ’s Head Office is based in Athens, Greece, and is hosted by ΕΚΚΟΜΕΔ, Hellenic Film and Audiovisual Centre.

Children’s Voices on Screen: A Creative Tradition from the 1950s to the 21st Century

From The Tenth Muse Contest to the Kids for Kids Festival

The idea of films made by children, for children has deep roots in CIFEJ’s history. It began in Italy in the late 1950s with The Tenth Muse, a national contest designed to give young people the tools to express themselves through film. The concept was simple but powerful: by learning how to create films, children could both understand the medium and share their own views of the world. In 1963, CIFEJ helped transform the contest into an international competition, opening the door for young voices in cinema around the globe. This vision was revived and reimagined at the beginning of the 21st century with the launch of the Kids for Kids Festival. First introduced as an experimental initiative during the 2001 World Summit on Media for Children in Thessalonica, Greece, the festival was organized in collaboration with the European Children’s Television Center (ECTC), CIFEJ, and the European Children’s Film Association (ECFA). Its purpose was to give children around the world the opportunity to create films for their peers and to have those films judged by children’s juries. Subsequent editions, including Bologna (2003) and Athens (2004), followed, with winning entries reflecting the diverse voices and realities of children from Armenia to Canada, Egypt to India. In 2007, CIFEJ officially launched Kids for Kids as a global program during its General Assembly in Amsterdam. With regional offshoots like Kids for Kids Africa, hosted by Lola Kenya Screen in Nairobi, the program combined workshops, screenings, and peer-led juries, fostering both skills and self-expression. Between 2007 and 2009, several editions were held, sparking a wave of creativity across Africa. The Kids for Kids Festival has worked as a unique international space where young people share what matters most to them—through the universal art of cinema.

Educational Outreach in the 2010s and 2020s

CIFEJ has conducted animation workshops for children and young people in collaboration with cultural institutions worldwide. These workshops have been held in:

  • Baku (Azerbaijan)
  • Hammamet (Tunisia)
  • Dubai (UAE)
  • Siping (China)
  • Kharkov (Ukraine)
  • Esfahan (Iran)
  • Bhubaneswar (India)

Through these workshops, participants not only learned animation skills but also engaged in intercultural dialogue, developing values such as cooperation, empathy, and peacebuilding. The resulting films are preserved in the CIFEJ archive, providing a unique and diverse window into the thoughts and experiences of children from different backgrounds, cultures, and traditions.

CIFEJ Journal

During the presence of CIFEJ headquarters in Tehran, Iran, The CIFEJ Info magazine was revived with enriched content and a modern design, issued four times per year. The journal was renamed CIFEJ COSMOS after the headquarters moved to Athens, Greece.

CIFEJ Prize

Since 1981, the CIFEJ Prize has been awarded at prestigious international film festivals across Asia, Europe, and North America. More than 130 films have been honored by around 300 CIFEJ jury members in over 100 festivals across 25 countries. The Prize recognizes outstanding films created for or about children and contributes to the promotion of quality cinema for youth. Festival organizers may apply to host the CIFEJ Prize by contacting the CIFEJ Headquarters in Athens.

Lifetime Achievement Award

Established during the 2000 General Assembly in Montreal, the CIFEJ Lifetime Achievement Award honors individuals and organizations that have made exceptional contributions to the development and promotion of audiovisual media for young audiences. Between 2000 and 2014, the award was presented to seven distinguished recipients from various countries.

_ Looking Ahead

The 1st International CIFEJ Symposium, Athens 2025

CIFEJ continues to be a vital force in the global conversation on children’s media. Through its international collaborations, educational initiatives, and commitment to cultural diversity and artistic excellence, the organization remains dedicated to empowering young voices and enriching the world of children’s cinema.

On May 5, 2025, Athens hosted the 1st International CIFEJ Symposium, inaugurating a new chapter for the International Centre of Films for Children and Young People. Co‑organized by CIFEJ and ΕΚΚΟΜΕΔ, Hellenic Film & Audiovisual Center, the symposium marked the official launch of CIFEJ’s headquarters in Athens after 14 years based in Tehran. Titled “Storytelling through Kids & Media: Audience development across regional, national and cultural borders for future generations”, the event brought together global experts, including officials from UNESCO, ECFA, and filmmakers from Europe, the Americas, Asia and Africa.
